Operating in Morocco since 2004, where it has played an effective part alongside Port Authorities in developing the foundations of port security and bringing all Moroccan port facilities into ISPS compliance, in January 2020 the French firm set up its Moroccan subsidiary"Surtymar Agency" Marocco.
In addition to the Director of Surtymar France, Mrs. Emilie MARIONNET, Surtymar Agency Morocco is headed by Mr. Mohammed EL MANSOUR, former Senior Officer in the Royal Navy and expert consultant in maritime and port safety and security.
Dedicated to consulting, auditing, support, safety management and training, Agence Surtymar will take over the design of safety plans and ISPS (International Ship and Port facility Security code) compliance. This activity has until now been carried out by Surtymar France, recognized by the French government as an OSH=RSO (Recognized Security Organization) accredited security organization.
The Kingdom is still waiting for the decrees designating Moroccan RSOs.

Our team

Emilie MARIONNET


Emilie MARIONNET holds a Master's degree in Business Law and is a graduate of the Ecole de Commerce. She has been managing SURTYMAR for over 15 years. In particular, she has been in charge of on-board missions for its agents on LNG tankers between France and Algeria, and the onshore deployment of safety agents in Yemen. Since then, she has been in charge of the Agency's management, commercial and contractual aspects, and international development.
A judge, then chamber president at the Rennes Commercial Court for eight years, she is also a member of AFEXMAR (Association Française des Experts maritimes), paying particular attention to technical and legal issues in the highly specialized field of maritime and port security.

Mohammed EL MANSOUR


A State Engineer and former Senior Officer in the Royal Moroccan Navy, Mohammed EL MANSOUR joined Surtymar in 2015 as a consultant, expert and trainer, after several successful experiences in the safety field, notably at the port of Tangier Med.
His knowledge of port environments, know-how and expertise accumulated through safety studies carried out, support projects and multiple missions carried out in Morocco and numerous African countries, make him a renowned expert in the field of port safety. In fact, he is one of a handful of international experts to have carried out safety audits of several West African ports as part of the European Union-funded WeCAPS project.

Olivier HALLOUI


Previously Director of Operations at Agence Surtymar and manager of the company's subsidiaries in Morocco and Cameroon,
Mr. Halloui specializes in safety systems and risk analysis. As a project manager or mandated expert,
Mr. Halloui has managed or participated in several projects of national importance: - In Morocco: Security system for the world's largest solar complex, the OCP factories at Jorf Lasfar and Safi, integrated security system for the port of Tanger Med, reorganization of security for Morocco's 12 commercial ports..., - In France: Technical-operational study for the protection of French civil and military ports.

Youssef MOUJJOUDI


Mr. Youssef MOUJJOUDI is a State Engineer and graduate of the Royal Naval School (Royal Moroccan Navy). He has been an expert in cybersecurity for over 15 years. During his career as a senior naval officer, he has held a number of positions of responsibility within the Royal Armed Forces' General Staff, effectively led several IT projects and participated in a multitude of national, continental and international cybersecurity exercises.
Mr MOUJJOUDI joined SURTYMAR in 2021 as Technical Director, Trainer and ISS Expert.
His knowledge and expertise in the fields of Cybersecurity, RISK Management, safety audits and IT maintenance give him a thorough grasp of these areas.

Samih khinnou


Trained as an Officer-Mariner at the Royal Navy Training Center (Morocco), Mr. Samih Khinnou has held several positions of responsibility within the Royal Navy on land, in administrative, technical and/or operational organizations.
Thanks to the various training courses he took in Morocco as a Technical-Operational Marine Officer in the Royal Navy, he has specialized in information systems, in particular their analysis and supervision under Linux.
As a trainer with the SURTYMAR agency, he has trained several agents in charge of security missions.
